It should probably be mentioned in section 3.3 also. Following Erik's suggestion, IMHO, the draft should mention only LinkidPrefixList and not Linkid - even though the LinkidPrefixList is likely to be a set of one for most cases. But, if you want to leave it as an issue as mentioned in 7.2 for the time being, thats ok with me.

I believe so. It should be 'need' and not 'needs' - somebody else can correct me if I am wrong.
